Some water in a brine tank can be normal, especially in a wet-brine design or at a particular
point in the regeneration cycle. Water that keeps rising, reaches the overflow, or does not
change during the documented cycle is a different symptom and should be diagnosed before
removing parts.
How much water is normal
Whirlpool gives a specific figure for its own units: it is normal to have between 0 and 4 inches of water in the bottom of the salt tank. It also explains where
that water comes from — three gallons are added during installation, and from then on the unit
regulates the level itself. Rheem publishes the same guidance for its own softeners.
The level is also supposed to move. Whirlpool notes that during a recharge the tank fills and
then drains back down to those few inches. Its description of the Fill stage is worth reading
before you panic about a level: fill runs for around 5 to 15 minutes and can raise the water anywhere from a few inches to a few feet. A tank observed
mid-cycle can legitimately look alarming.

Within the range Whirlpool and Rheem describe as normal.
Whirlpool's excess-water article gives an order, and two pieces of setup advice that materially
affect the result. Before starting, it recommends not using water anywhere in the house while
troubleshooting — showers, toilets, sinks, the dishwasher — because that activates the softener
and confuses what you are observing. It also says to resolve any error code or unresponsive
board first.
Check for external leaks. Whirlpool puts this first with a clear reason: an
external leak is usually a symptom of a separate problem, and water entering the softener
from a leak needs different troubleshooting entirely. Remove the top cover and look for
standing water underneath it, and for dripping at the inlet and outlet ports.
Check the drain installation. Whirlpool's requirement is that there are
two separate drain lines running from the softener to the drain: one from the valve, and
one routed from the tank overflow elbow. Its owner's manual lists those two lines connected
together by a tee as a specific fault, with the correction being to disconnect the tee and
run separate lines.
Then work through the component causes below, which is where the owner's
manual troubleshooting table takes over.
The seven documented causes
For the symptom "no soft water and salt storage tank full of water, water running to drain
while the unit is in the soft water cycle", Whirlpool's owner's manual lists seven causes for
the WHES30 and WHES33. They are worth reading in full because they span installation,
maintenance and hardware — and because the first two are the most common and the cheapest to
check.
A dirty, plugged or damaged nozzle and venturi assembly. Whirlpool's
correction is to take it apart, clean and inspect it.
A plugged valve drain hose. The hose must have no kinks, sharp bends or any
flow blockage.
The valve drain line and tank overflow drain connected by a tee. Disconnect
and run separate lines.
Low or high system water pressure. Whirlpool notes low pressure can disrupt
brine draw during recharge and high pressure can cause inner valve parts to fail. It gives a
minimum of 20 psi, and recommends a pressure reducing valve fitted by a licensed plumber if
daytime pressure is over 100 psi.
A dirty or broken brine valve float assembly. Clean or replace.
An inner valve fault causing a leak. Correction is replacing the seals and
rotor — a service repair.
A leak between the valve and the resin tank. Correction is replacing the
o-rings between the tank and the valve — also a service repair.
If it is also draining constantly
A tank filling with water and a drain running continuously are frequently the same fault seen
from two sides. Whirlpool states the most common causes of constant draining are the valve head
getting stuck in an open rinse position, or excessively high water pressure — and high pressure
also appears in the seven causes above. GE adds the mechanism from the other direction: a
restricted drain hose can reduce or prevent brine draw, so water goes into the tank and the
brine never comes back out.
A normal water level does not prove the softener is working. It only rules out this
particular symptom. Test the treated water separately.
Finding no external leak does not rule out an internal one — causes 6 and 7 above are
internal leaks that show up as a rising tank.
Correcting the drain routing does not prove the injector is clean. Re-observe across a full
cycle before concluding it is fixed.
The 0 to 4 inch figure is Whirlpool's, for Whirlpool equipment. It is not a universal
specification.
