It is not regenerating
The cycle never starts on its own, or will not complete when you start it.
Do not begin by replacing a part. First confirm the symptom, make sure the unit has power and is not in bypass, and see whether it can complete a manual regeneration. Your answers below will route you to the smallest useful next check.

A control that has lost power cannot start a regeneration on schedule, so nothing further down this list can be judged until power is confirmed.
A softener in bypass sends the household untreated water while continuing to look normal. It is the cheapest thing to rule out and one of the most common explanations for hard water at the tap.
How water feels is not a measurement. Whirlpool and Kenmore both recommend testing rather than judging by feel, because supplies differ. Testing turns a vague complaint into a number you can act on.
This is the single most informative test in the whole list. A unit that regenerates on command but never on its own has a scheduling, metering or programming problem. A unit that cannot complete a cycle has a mechanical or electrical one. The two need completely different checks.
A level that looks unchanged after a few days proves nothing on its own — some units use very little salt per cycle. What matters is whether it moves across several documented cycles.
Some water in a brine tank is normal and the level legitimately rises and falls during a cycle. Water above the salt when the unit is at rest is a different symptom with its own causes.
Continuous drain flow wastes water and prevents the resin from holding a charge. It is a distinct fault from a unit that never drains at all.
A blank display means the control is not running, so it cannot start a regeneration on any schedule. Whirlpool’s documented checks are the power cord and outlet, the wiring under the cover, and then the control board itself. GE similarly asks you to confirm the transformer is plugged in and to test the outlet with a lamp, noting that if a wall switch controls the outlet it must stay on at all times.
Stop Stop if you find wet wiring, moisture on the control board, or any damaged electrical part. Water and mains electricity together is not a homeowner check. Unplug the unit and call the manufacturer or a qualified electrician.
A flashing time display usually means the control lost power and does not know the time of day. Whirlpool lists an incorrect time setting as a documented cause of water that is hard only some of the time, because a time-scheduled recharge then runs at the wrong hour — often while the household is drawing water.

Error codes are not shared between brands or even between control families of the same brand. As one example of how specific they are: Whirlpool documents Err1, Err3 and Err4 on the WHES30 and WHES33 as a fault in the wiring harness, the position switch, the valve or the motor, and Err5 as a control board fault, and states that while a code is displayed every button except PROGRAM stops working. WaterBoss documents an entirely different code, E2, as the connection between the computer and the motor. Neither list transfers to the other.

On a single bypass valve, Whirlpool and Rheem both document that the handle stays pulled OUT in normal service, and that pushing it IN sends water around the softener. On a three-valve bypass, service means the inlet and outlet valves open and the middle bypass valve fully closed. Rheem notes that a partly open bypass still lets hard water through. GE adds that after a correction you should allow a day or so for soft water to flush through the water heater, so an immediate hot-tap test can still read hard.
Stop Do not force a stuck bypass handle. Rheem suggests twisting or turning it to free it; beyond that, a cracked bypass on a pressurised line is a leak in your home.
Whirlpool and Kenmore both describe the same final check: after a completed recharge, test at several faucets with a hardness test strip, and read 0–3 gpg (0–50 ppm) as soft. Testing first stops you from adjusting a setting that was never wrong. Test the untreated supply too — the number the controller needs is the hardness going in, not the hardness coming out.

If the control is powered and a manual regeneration produces no motor movement at all, the fault is between the control and the valve rather than in the salt or the plumbing. Whirlpool’s own code list attributes a motor that does not run to the wiring harness, the position switch, the valve creating high torque, or the motor itself — all of which its manual routes to a service person rather than the owner.

Whirlpool documents a stalled or clicking motor as either a motor malfunction or an internal valve fault putting high torque on the motor, and lists replacing the rotor and seal or the motor and switch as the corrections. Both are service repairs, not adjustments. Before assuming the worst, confirm the cycle really is stalling rather than simply being long: Whirlpool describes a normal recharge as 2 to 2.5 hours, with the brine draw stage alone taking around two of them.

How you start a manual regeneration is genuinely model-specific. On the Whirlpool WHES30 and WHES33 it is a press and hold of the RECHARGE button for about three seconds; on another manufacturer’s control it is a different button, a different hold time, or a menu. We will not print a sequence that might belong to somebody else’s equipment.

Whirlpool publishes a specific order for little or no salt use, and it starts further back than most people expect: confirm the unit is actually metering water, because a unit that is not metering is not recharging and therefore has no reason to use salt. Only then check for a salt bridge or a solidified block, and only then check whether the fill stage is putting water into the tank at all.

A salt level that looks unchanged over a few days is weak evidence. Some units use a small dose per cycle, and a demand-initiated control regenerates only when metered use calls for it, which can be many days apart. Mark the level, note the date, and compare after several documented cycles rather than acting on an impression.

Whirlpool states plainly that 0 to 4 inches in the bottom of the tank is normal and that water standing above the salt is a sign of a problem. Its documented order is to rule out external leaks first, then to check the drain installation — specifically that there are two separate drain lines, one from the valve and one from the tank overflow. Its owner’s manual lists seven causes for a tank full of water with flow to drain during service, including a plugged nozzle and venturi, a plugged drain hose, the two drain lines joined by a tee, water pressure that is too low or too high, and a dirty or broken brine float.

A softener makes brine by filling the tank with water during the fill stage and letting it dissolve salt. Whirlpool describes fill as taking roughly 5 to 15 minutes and raising the level anywhere from a few inches to a few feet, after which the level returns to the normal few inches. A tank that is bone dry at rest, with no salt being used, suggests the fill stage is not delivering water — which is the third check in Whirlpool’s own little-or-no-salt-use sequence.
Whirlpool states the most common causes of constant draining are the valve head stuck in an open rinse position, or excessively high water pressure. Its documented approach is to bypass the unit to stop the flow, restore the display to a steady clock, then advance the valve through a full dry recharge while bypassed to see whether the head frees itself — and if the hose still leaks afterwards, to treat it as a rotor and seal replacement.
Stop Uncontrolled drain flow that you cannot stop by bypassing the unit is a plumbing emergency, not a diagnostic step. Shut off the supply and call a plumber.

GE states that any restriction in the drain hose — pinched, plugged, elevated too high or otherwise restricted — may prevent proper operation of the nozzle and venturi and reduce or prevent brine draw during recharge. That is the mechanism connecting a drain problem to a salt problem: without flow through the venturi, no brine is drawn, so the resin is never recharged and the salt never goes down.

The unit is powered, in service, regenerating on command, using salt, holding a normal brine level and draining only during a cycle. That combination points away from hardware and towards the numbers programmed into it. Whirlpool lists an incorrect hardness setting, an incorrect model code and an increase in supply hardness among its documented causes of water that is hard some of the time, and notes that raising the hardness number is not simply a way to get softer water. Its manual also lists a leaking faucet or toilet as a cause, since the extra volume exhausts the resin sooner than the control expects.

Start by turning the impression into a measurement. Whirlpool and Kenmore both advise walking through their checks rather than judging by the feel of the water, because supplies differ, and both describe a strip result of 0 to 3 gpg (0 to 50 ppm) as soft. Test after a completed regeneration, at several faucets, on the cold side.

Whirlpool's own troubleshooting table lists three causes for a blank display: an unplugged or disconnected power supply, a blown fuse or tripped breaker or a switched-off circuit, and a control board malfunction.
Error codes do not transfer between brands, and often not between control families within a brand. Manuals name components precisely, and a check that says "inspect the nozzle and venturi" is useless if you cannot find it. This is a generic arrangement — use it to locate the part in the instruction, then confirm against the diagram in your own manual before touching anything.
